What is this extension I keep hearing about?

Anyone know the name of the extension that allows someone to link maps? You place a marker on one map (ie. on a stairway going up) and it teleports your icon to another map (ie on a stairway going down) - does that sound familiar?

What prevents this from being created for use with other rulesets?

It says 5e ruleset at top, but farther down says any ruleset built on core rpg, which would be any ruleset.
