Character wizard doesn't add thieves' tools to rogue starting equipment

I was making a rogue character, and I noticed that the character wizard doesn't give thieves' tools as part of their starting equipment. It adds everything else rogues are supposed to get except thieves' tools.

This was reported and a fix was found, just hasn't been pushed yet to LIVE.

@tslewis123 - this is the third thread you've created for this issue. Please only use one thread - otherwise you're wasting yours and other peoples time.
