OK, did I miss something? Is the BRP ruleset now updated to the new 2022 ruleset?

Where did you see this? The only things that have been fixed were various reports from the community. No expansion has been made that I am aware of.

I saw the updates earlier but thought it had been abandoned previously... But I suppose the old ruleset just got some new paint slapped on it?

It just doesn't have a dedicated developer so it is in maintenance mode. It is not abandoned. We provide maintenance and bug fixes to the ruleset. It also receives updates to work with current CoreRPG updates.
