Reference Manual Dropdowns?

Is there a way to natively create dropdown tabs in the reference manual builder? Or is that something you can only do by editing the xml files of a module?

There is not any way to create a list like that, as it requires custom definitions about the various fields to show, groupings, etc. That sort of capability was moved into into "record views", which are used to show Armor/Weapon views in Items, or NPC By Level/Type views in NPCs. Once configured in a ruleset, views are automatically available for export as part of a module.

The 4E ruleset only defines these three views: NPC By Letter, NPC By Level, NPC By Role.

To define a new view type, it would require a ruleset modification or extension. If an extension, the ability to see the record view window would be tied to the extension being loaded.

If you define a new view via an extension that makes sense for everyone and you give permission, I would be willing to incorporate into the base ruleset. At this point, we are not making any feature additions to the 4E ruleset, since there is no way to officially get content from the publisher.
