The PHB says that rogues start with Thieves' tools, but the game doesn't add it to the starting equipment.

A fix will be pushed with the next update to 5E.

This update has gone out with the v4.4.4 hot fixes today. Please run a new Check for Updates, and try again.

It's still not there. I attached two images to show what I mean. Rogues are supposed to get leather armor, two daggers, and thieves' tools as part of their starting equipment, but the character wizard doesn't include thieves' tools in the starting equipment for rogues.
