An item using another item?

With all the new automation in v19 is there any way to have one item consume other items? I am thinking of items such as the Collar of the Shifting Spider or the Alchemist's Flamethrower ?

Once an item with an activity has been added to a PC sheet, you can manually override the base linked record in the item activity by dragging another item over the link. But you can't set this up to occur when you initially add the item to the PC sheet.
