Hey there have exactly the same issue as reported in this old thread from three years ago, I just installed FG yesterday so it's a fresh install with updates done today.

can understand known languages in chat, just cant select them in dropdown menu to speak them in chat.

Welcome to the FG forums.
What ruleset are you using?
Are you the GM or a player?
If the GM: what languages do you see in the campaign languages list? Go to Options -> Languages within the campaign.
If the player: what languages do you have setup in your PC?
If you're a player, you may need to restart FG to see languages your GM has added recently.

There was other players there who could speak goblin an Sylvan an the menu worked for them.

capitalization matters. Make sure you have it the same way the language shows in the campaign options.

I think also each language should be on a separate line in the character sheet

I am having similar issues with a new campaign as a DM. I have no identity selected and I was just testing the language functionality. I created a standard character using the Character Wizard and SRD options. I then pulled up that test character's sheet and picked a language to use as DM that matched the character's known proficiencies. I wrote the message in chat and the "understood by: " was blank and did not show the test character's name.
Do I have to have another instance of FGU open and log in as that character so that the chat will do a check against active player accounts in the instance for their known languages against what was used in chat? Is it not simply checking by the characters available in the Character Selection or in the current Party Sheet when it attempts to translate?

You need to have the player connected and the character selected for languages to show in chat - so, yes, start a second instance and select the character before testing the chat.
