Starting at 3rd level, you are a master at saying the right thing at the right time. When you make a Charisma (Persuasion) or Charisma (Deception) check, you can treat a d20 roll of 9 or lower as a 10.
Is there a way to do this with a die roll or an effect?

That's not exactly what Silver Tongue is. That die code gives you values 10-20 or basically 1d11+9 as far as probability.
With Silver Tongue if you roll from 1 to 9 you are supposed to get a 10 then if you roll from 10 to 20 you get what you roll. Basically, 50% of the time you should roll a 10 which is not what that the /die 1d20r9 is doing. You can use that expression but if it rerolls then the Silver Tongue result should be a 10.
