If I want to join someone else's campaign and they're running a ruleset or adventure I don't own, will I still be able to play?

Yes. Only the GM needs to own them, everyone else gets access to them via the GM's server for the game.

Conversely, if you're a player who isn't the host, then anything you own isn't relevant... generally.
Not too many exceptions as far as I'm aware.
* Tokens/portraits: players will only be able to choose from what they have locally. A host can assign a portrait to a character sheet and it will be visible to everybody, but there's no in-FGU way for the host to let the players see all the possibilities and ask them to pick. For a CoC 7E game, I let the players know that I had the portraits at https://www.fg-con.com/pulp-token-set/ and let them call out by id which ones they wanted.
* Custom dice DLC -- have to be owned by the individual account using them, but will be visible to everybody. Host/not, doesn't matter.
