Harrow Deck PF1

I purchased the Harrow Deck for a Pathfinder 1E game and the button for the deck is not loading into the tools section. I have tried exiting and reloading the campaign. I can access the reference manual and images from the modules menu, but would appreciate help getting the tool to load correctly.
