Blue symbol - 4th column of dots - next to skills

What does this symbol mean on the skill tab of character sheets? Mouse-over gives me a tooltip for the other symbols but not this one. It seems to have a few skills default bubbled but I can't figure out what the connection is. I know it's not armor check because armor check doesn't apply to Perception or Mysticism. It's not trained-only. No idea what it could be.

Turns out it's for the way skills are recalculated in a Mech suit.
