Bruiser should only give toughness +1

Bruiser edge should only give [Toughness +1]. It has requirement of Brawler first. Total from both is only +2

Workaround until fixed. Go into toughness modifiers and lower added effect from edge by one. 55152

I'm not entirely sure this is a bug.
It seems to me that the improved version of an edge is intended to replace the original one on the character sheet. This follows the way statblocks are written for NPCs and is also supported by the ruleset:

If you already have Brawler on your charsheet and add Bruiser, Brawler gets removed automatically. Bruiser replaces Brawler.
The same holds true for Luck and Great Luck or Frenzy and Improved Frenzy.
Additionally, all the Improved versions of edges contain the full description of the original edge updated to include their additional effect.

So the only way to create the situation you describe is to add Brawler, then Bruiser and then Brawler again...or to add Bruiser before Brawler.
