I would like to make an extension which overrides the blue line art decoration around windows and buttons. It gets busy around the icon graphics for us. Is this possible and what code would I need to overwrite it? I would look myself but its in the Vault and not viewable.

Since, as you say it's in the vault, you'll not be able to do anything about amending it.

Actually I have made an extension amending some of the theme's graphics to make it more 4e friendly (as can be seen in my 4e extensions emporium thread) looking for the code part on the line art as mentioned above.

I'm thinking those lines are in the graphics themselves. Have you tried replacing the graphics in the sidebar folder? I would try overwriting sidebar_dock_catoegory.png and sidebar_dock_icon.png

Glad it works :) You'll probably have to replace all the the images in that folder. But I'm sure you can figure it out :)

It seems like the Sidebar also can have its own graphic frame? Is there anything in the wiki on that so I can read how to remove the image?
