FG Ruleset Updates 2022-07

Several hot fixes have been released over the last couple days to address issues related to other rulesets using the core ruleset layer, as well as fixing minor issues relating to the primary changes.
Hot fixes for Pathfinder 2 and EnWorld Level Up are in the queue next, and will be provided once the main developer for each of those products has a chance to review my proposed changes.
