In image Paint mode, selecting the Stamp tool causes the Line, Rectangle, and Ellipse tools to switch the "Stroke" setting to "Image Paint" (instead of the default Paint). It wasn't immediately obvious that switching the tools changed this setting, so it made it appear as if these tools stopped working. It might avoid some confusion if the Line/Rectangle/Ellipse tools revert back to the "Paint" setting (or the last selected setting) when selecting those tools.
To recreate in a new 5E campaign:
Create a new, empty image
Unlock Image > Switch to Paint Tab
Select Stamp tool (don't do anything else)
Select the Line tool and try to draw a line, nothing appears
This is because the "Stroke" setting has switched from "Paint" to "Image Paint"
