I'm looking at moving over from Roll20 to Fantasy Grounds, I'm plenty willing to buy all the books I need and an ultimate license, but do my players need to buy all the books needed to create their characters as well? Can I create their characters and assign them to demo users?

That would, obviously, be a non-starter for us.

No, only the DM needs the books and can share them with all the players in their session so that they can access the information to make their characters.

Hi, welcome.

As a GM any book that you buy can be flagged as private or public on a campaign to campaign basis. When a player connects to your campaign they will see only the books you want them to see from your library. Of note, if they do not own the book they won't be able to see the book unless they are connected to your server.

If you have the ultimate license anyone can connect with any client and have same access as any other level of client.

You can create PCs that are server owned (nobody owns them) and anyone can select one, or assign them as you like when players are connected.

If you have a steady/stable group that you are the primary DM for, you may want to ask your players to throw in $20 each (or however much seems reasonable) to help pay for the FG versions of the books you will be getting.

This can really help defray the cost which as always falls on the DM's shoulders, for literally pennies an hour of gaming that you will all get out of the purchases.
