Hello in new here I'm trying to make a condition modifier for a druid to announce when XX number of health has been taken off. So EG:if you have 13 temp health for a panther and you take more then 13 damage it will prompt that you return to original form. is this possible with out going in to hard coding?

There's no mechanism built into any of the built-in rulesets that I know of. I usually just add a customized NPC creature to combat tracker (I make them pick a few that they are planning to use in advance), match initiatives to druid, make it friendly faction, drag link onto player portrait to share so they can roll, and drag new token to map. If the NPC creature "dies", then just delete, and re-add PC token to map.
There are a couple of wild shape extensions for 5E D&D on the Forge that may do some extra stuff (if that's the game system you are playing, you didn't say). I'm not familiar with the details of what the extensions do, so you'll have to take a look and see if those do what you want or ask the community developer questions.
