FoW blur or is that expected function?

When my character leaves an area that they remember in darker mode of FoW, that area becomes blurred in addition to greying. Is that expected/desired outcome or a bug?

No blur when in lighted view - 52051

Blur when remembered - 52052

Yes, that's by design. It's "foggy".
