Frame-rate limiter option

Please implement an option to limit frame-rates via easily accessible options menu. This should preferably also be independent of vsync settings and allows arbitrarily low numbers down to at least 5 fps (maybe even down to 1).

As a workaround in the meantime allow higher vsync dividers than the current maximum of 4 (15 fps minimum).
