How to Build Kobold Breath

How would I build the action for the feat Kobold breath? It is not a weapon or a spell so how would I add it? It kinda acts like a spell but can be cast every 1d4 rounds. It can also go off of spell or class DC.

You would want to download the one a short way down the page titled: (SR) Drag N Drop for Pathfinder Second Edition: (SR)Drag_N_Drop.mod.

Just drop it in your modules folder and import the Dragon Form to see how it was created. The instructions to do that are just a little further down that same page.
