I do not understand? How can I turn on the lights as an animation around the character carrying this burning torch?

My goal is to see BEYOND the mask, because otherwise the effect of the torch makes no sense?!?!

You drag the Torch effect onto the token on the map or on the entry on the Combat tracker.
