Mask sensitive visibility means that a token will not be visible to a PC token if it is under the mask. If mask sensitivity is off the token is visible even if it is under the mask. You don't normally need to bother with this setting at all since when a token is placed on the map mask sensitive is on by default.

Here's a wiki section on the topic:
https://fantasygroundsunity.atlassian.net/wiki/spaces/FGCP/pages/996640745/Using+Tokens#Visibility

Basically, you have always visible, always invisible or "mask visible". Mask visible means that the token is only shown as visible if it is within line-of-sight of an active token. (For GMs, those tokens will be shown as ghosted; and for players, they will be hidden.)

For GM:
When no tokens selected, GMs see all tokens on a map.
When tokens are selected, the GM sees the visibility based on what the tokens selected can see.

For Player:
When no tokens selected, the player sees visibility based on which tokens they own. (must be dragged from combat tracker by GM to set player ownership)
When owned tokens are selected, the player sees the visibility based on what the owned tokens selected can see.
