I realized the $24.99 price is correct after rereading bundle pricing. There is not an error.
I have previously purchased all the books in the bundle except for Tech Revolution. I already own the PDF for Tech Revolution and have synched my Paizo and FG purchases. When I go to the Bundle and add Tech Revolution $39.99 to my cart I get a $15.00 discount for a total price of $24.99. This price doesn't seem to reflect my Paizo discount for the $9.99 PDF that I Paizo for Tech Revolution. I was expecting to pay $18.75.
