Noticed that the decal dialog doesn't seem to show any decals from an extension or any of the decals included with the 5E ruleset, is this expected?
With a new 5E campaign and the extension "Decal: D&D - Tomb of Annihilation" loaded, the only decal that shows in the Select Decal window is sw_decal.png.

This is expected. This change is using a completely different mechanism for handling decals; and each product DLC will need to be updated to remove the decal extension and add the decal asset files instead.

How is this new Decal functionality supposed to work?
It doesn't seem like it is adding them to assets... so I'm wondering if this isn't going to be a very final version.

It is adding the decals to assets. Search for _decal in images. At present there's only a couple of modules which have been updated.

Honestly, it doesn't really feel that way since they cannot be added to images and just show up. This currently seems overly complicated... I suspect it will be simplified.

If the images are located in the /images/decals/ folder within a module, or within the images/decals/ folder in the FG data folder or the specific campaign; then they will show up in the Decal Selection dialog available via the Background Decal button in the Options window.

But you need a separate module from an extension or ruleset... so an extension that does a full reskin.. still needs an extra module in order to include a decal.. huh?

Yes, that's correct. All decals will be in modules.

That seems bad. It makes an extension require 2 files... a ruleset require 2 files..

Decal extensions won't work anymore. Therefore they will not be needed. Just put decal images in the decals folder.

I'm not talking about decal extensions.. I'm talking about skin extensions... where the whole look changes and you want a decal as part of it...

Honestly.. why not make it easy.. like any image in the images/decals folder can be used as a decal..

That's exactly what we're doing (with modules and in the data/campaign folders); except that extensions and rulesets don't support graphic assets in that way, so you can't use them there.
