Is it possible to create a forum post that would notify a particular user to read the post?

Not unless the user has subscribed to the thread and gets notifications. You can PM a user if you want to send them a private message but if you are just posting on a thread then you'll have to assume that the user reads it.

Glad I wasn't missing something but sad I can't send someone a notification other than PM that might be full.
