How do I switch a light from one layer to another?

I'd like to be able to do this for any object, actually. Somehow when creating lights, half of them got put on the Walls layer.

I don't think you can. You can click and drag and existing light but that would just move it on whatever layer it is on. I put all the lighting on one layer.
