Greetings,

I'm trying to make sense of the Xvart Warlock NPCs.

Under 'Spellcasting' it says;
The xvart is a 3rd-level spellcaster. Its spellcasting ability is Charisma.
It regains its expended spell slots when it finishes a short or long rest.
It knows the following warlock spells:
Cantrip (at will): eldritch blast, mage hand, minor illusion, poison spray, prestidigitation
2nd level (2 slots): burning hands, expeditious retreat, invisibility, scorching ray

The actually entry in the Monster manual says:

1st–2nd level (2 2nd-level slots): burning hands, expeditious retreat, invisibility, scorching ray

QUESTION: How many slots does the Xvart get? 2? The level 1 spells are listed under the level 2 spells so does that mean it can cast 4 spells? 2 from level 1 and 2 from level 2?
I'm reading it as 2, 2nd level slots so the level 1 spells are cast at a higher level automatically.

Thoughts/clarifications?

Thanks.

The bits in green have your answer.

Warlocks don't get "spell slots" they have two "pact magic slots" which are like spell slots except they recharge on a short rest and always function at the highest level possible. In this case you are correct that level 1 spells are automatically upcast to level 2 and they know more spells than they can cast in a single combat.

When multiclassing it is important to keep spell slots and pact magic slots separate for this reason. A character (whether PC or NPC) can use any spell known with any slot (so a druid/warlock can cast druid spells with a pact magic slot and warlock spells with a druid spell slot), but the slots do have slightly different functions so gotta keep 'em separated.
