I've actually been wondering if anyone had the Arms & equipment rules set for FGII. Tis one of my favorite books, even if it is for the most part a list of added goods and services that can be used in DnD.

Funny you should mention this. :)
Digital Adventures will soon be starting a conversion of Bastion Press' ARMS & ARMOR 3.5 to Fantasy Grounds. We've just extracted the text from the PDF, and a developer will be starting the project shortly. Hopefully it will be completed in the next few months.
I review of the product can be found here:

Stay tuned!

A developer has been assigned, and just began the project. Will probably take 2-3 months to convert. We will keep the community informed. I'm really hot to get this product out there, since it is the best arms/armor book out there --- and I'm not saying that just because I worked on it. :)
Stay tuned...

Is Arms and armor the same thing as the arms and equipment guide?
Apparently not, but still useful. :D

No. Arms & Equipment is a WOTC product, which we cannot do for, obvious reasons.
Arms & Armor 3.5 is a product orginally produced by Bastion Press, now under the control of Dragonwing Games. It is a collection of over 100+ OGL sources, plus original material from the first version of the product (also contributed to by your truly).
Here are a couple of links to give you an idea of what the product consists of:
