Using items on NPCs / Mobs

How do I add an item to an NPC or monster so they can use it? I tried dragging and dropping, but it doesn't seem to work.

Honestly, if we are talking Stat block, Bestiary type creatures, the only real way is to adjust the creature itself, either through editing its stat block, or giving it effects on the combat tracker to reflect the changes. Certain effects, like healing or using a mutagen that you have created automation for, will still work.

A really important npc might warrant its own character sheet. That would allow full use of item like you'd do with a player character.
