As by title, Draconic Resilience should add +1 HP x level and AC should be 13 + Dex, but it does not parse.

Ah it does not give the extra Draconic language too. Although it can be easily added manually.

The Draconic Resilience class feature is handled for HP adjustment on level up already. It is keyed off the name of the feature being "Draconic Resilience" exactly.
Also, the armor class is adjusted when the feature is applied for the first time only.

There is no mention of Draconic language in the Draconic Resilience class feature in the 5E PHB.

Well, you are right. It does apply it correctly if you do not use Character Wizard (that's strange shouldn't be the same feature???). So I will post it there.

For the Draconic language I apologize The feature that gives that language it is Dragon Ancestror

Searching today for "Draconic Resilience" I found this thread. I find the Character Wizard to be broken here. It might be a side-effect of 2024 rule options.

I'm building a 2014 Rock Gnome Sorcerer pregen with a Draconic Ancestor (Green). Using the Character Wizard, she's got "Sorcerous Origin" as a feature, which mentions choosing the sorcerer's source of magic, but there's nothing there that actually implements the source of magic. Pulling up the Class record, I found the Draconic Bloodline subclass at its bottom. I was able to drag the Dragon Ancestor and Draconic Resilience features from that subclass record to the character sheet, and that works fine. Going through the process a second time, I confirmed that these two features are listed in the character wizard as being implemented when I choose this subclass ... they appear in the list of features with + signs at the right, and I can expand that and read the text. However, these features do not get added to the character sheet.

Dragging the Dracronic Resilience into the character sheet then does add HP as documented. But it did not update her AC to be 13+DEX -- should be 14 but is still 11.

I don't think the sorcerous origin feature offers a choice in the 2014 ruleset. It's possible in the 2024 ruleset to have choices for a class feature but not in the 2014 version; so that would be a manual choice you'd need to make and update the character sheet manually.

The Draconic resilience feature is working properly for me when creating a character using the CW (or drag and drop) giving the character the extra hit point and the AC base of 13; so I'm not sure why that isn't working for you. Are you perhaps using any extensions?
