I don't know if this is working as intended but I came upon this inconsistency, at least for me.
Tested in a fresh 3.5E campaign.
Via effects and presets one can equip a torch -> LIGHT: 20 torch.
The range seems to be only in increments of 5, everthing else gets rounded down. LIGHT: 19 torch equals LIGHT: 15 torch.
Via the image control bar -> token lights don't seem to have an increment like that.
It would be really great if effects could at least handle 2.5 range increments :)
