FX Layer not showing for players.

I have an FX layer lined up at the top of my layer list, toggled Visible to All and with no mask hiding it that I can see, but my players can't see it. Is there something I'm forgetting to toggle? Syncing the client view doesn't make it come up on their end either.

Sounds like you have checked the right things. Verify the behavior repeats when you have all extensions disabled. Then screen shots and/or a copy of the campaign with steps to reproduce (i.e. which map etc) would help.

Turning off the extension that gave it the base D&D UI fixed the issue, thank you Entrails
