Warlock issue in FGU

So, I am building a Warlock. He is 3rd level and I cannot find any way to add Pact of the Chain to the character. What am I missing/doing wrong?

So when you levelled up to level 3 you didn't see Pact Boon in your abilities list? and/or in that feature you don't see Pact of the Chain?

I see that, but it will not let me choose which one the character has... is that not a feature? It needs to let you choose so it adds the right abilities to the character.

No; there's no choice box. You just choose one manually and you can edit the ability by adding the one you chose to the name Like Pact Boon (Chain). The text tells you what your boon allows you to do which is mainly theatre of the mind stuff or selecting cantrips and such like which you can just drag into your actions tab as normal.
