When I drop NPCs on the level-10 map where my players are, they define a rectangular boundary that blocks players from leaving that zone or seeing outside of it. If I remove the NPC's the players can move around again. What could be causing this?

Can you please provide the example campaign folder zipped up right after you exit with the map in the state with the rectangle?
Thanks,

I was able to plant 2 NPCs on opposite corners of the map and that seems to allow vision and movement for the players

I am in the game with players at the moment so I will do that once we finish.

Is "tremorsense 60 ft." supposed to work on NPC sheets for vision? It does not seem to.

After the evenings session I no longer noticed the bug of NPCs defining a constrained movement space. I will have to try experimenting with the earlier map to see if the problem recurs there. Players liked the lighting. It will me much better when invisibility interacts properly with regular vision and blindsight etc as far as advantage goes. Many players found the CPU GPU load was excessive. They found there chat window tens of seconds behind others. All have nvidia gpus and did not notice in the past few months. Typical CPU 27%, GPU 60-70%, memory 4GB.

Players cannot seem to see through the eyes of a player in party vision with party vision and movement disabled. Until 4.1, if I put a dummy player into party vision, all the players could see through their eyes in real time as long as there own character was not selected. They could also see the history of where the parvy vision player had been to facilitate mapping.
Something appears to have disrupted the party vision function so we can no longer use a single party vision character for mapping when out of combat.

Tremorsense isn't something that's been implemented.
If you want players to see through tokens you'll need to switch party vision on and the token will need to be on the CT and dragged from there onto the map.

Thanks Zacchaeus. Is invisibility also still pending?
I did not see it in Moon's original list of lighting functions (https://www.fantasygrounds.com/forums/showthread.php?66972-FG-Unity-Beta-Release-v4-1 #4)
and it did not appear to be interacting with the type of vision that the PCs had.

Invisibility hasn't been implemented and I haven't heard anything about how that might change in the future.

I apologize. I restored backups of my FG App and FG data to 2021-05-13 3:00am EST and the problem existed there. This is DotMM "level 10 Players" map. Two tokens appear to be defining a rectangle that other tokens cannot see through. The two tokens can only see inside of the defined rectangle. There are no walls or terrain in that area that I know of. The campaign zip is at https://www.dropbox.com/s/1vghryk068l6lav/Mad%20Mage%202021-05-13.zip?dl=0
I selected clips with each of the 4 characters outside the rectangle and he two characters inside as well as a larger map view the the edit panel. The two skeletons in upper right are NPCs all others are PCs.

It looks to me like a masking issue of some kind. Do you have a mask enabled? Have you tested in a new campaign without extensions? Have you tried removing the tokens from the map and re-applying them? There's nothing I can see on that map that would cause the issue. You could try right clicking on the map in the maps list and select revert changes.

I have never used masks. It is more than a mask though. The actors that define the rectangle cannot see or move outside of the rectangle, the ones outside cannot see or move inside. If the inside defining actors are moved the dimension of the rectangle changes. It is as though walls are being established where those two inside actors are located. It took us an hour to determine that if two rectangle defining actors were placed at the corners of the map then all actors would be inside this one rectangle. Super wierd. It did seem to go away when everyone moved to level 11.

Are you able to load that campaign and see the bug?

Yes. I reverted changes on the map and the problem went away. It looked like there was some kind of mask on the map; I don't know where it came from or how it got there but there was something. The whole map was greyed out a bit except fro the square bit that those two tokens were in. I don't know if you had a lot of stuff on that map that you had added but reverting changes cures whatever the issue was.

Why is it that no matter how I try I cannot get images to show inline?

hmmm. If I make the post with uploaded images, then copy the links from those images in the post, then insert those links with around them, then I get an inline image.
Is that the simplest way (it seems very cumbersome and odd that the attachments cannot show inline).

Is there a simple way?
You just listed the way to go. That's just how most forum software and BBCodes works.

I think you can do it if you Go Advanced when editing. I don't bother.
