how do you set it up to use thieves tools when lockpicking?

It depends on the game system.

For D&D 5E, I would just go to the below forum post that addressed it - it will show you.

Pathfinder 1E uses the "Misc" box of the Disable Device skill to track it (generally). For it, you put a -2 for Disable Device if you don't have thieves tools, a +0 (blank) if you have a set of tools, and a +2 if you have a set of masterwork thieves tools.

I am not sure about other systems.
