Creating Magic-User Spells

When I go to create a spell from scratch, I'll make it look just like another spell, but it still won't let the magic-user memorize it, it states that he's trying to memorize a power that isn't a spell. I created a spell when I created it, am I missing something somewhere? Is this an XML thing? Thanks in advance.

Type needs to be arcane or divine, level needs to exist.
