Button hover icon not working

Steps to reproduce:

- Create a simple button with 3 state icons:

<buttoncontrol name="Button1">
<bounds>48,103,32,32</bounds>
<icon normal="normal" pressed="down" hover="hover" />
</buttoncontrol>

In FGU the hover state isn't working. In FGC it works.
