Details of your scenario: Harkwood sits nestled between with the Blighted Sea and the Fasila Forest in southern Loranthas. The rich resources of this lawless region set fire to the greedy hearts of the initial human settlers, who pushed their expansion deep into the forest.
This did not sit well with the forest's elven residents, who tried vainly to reason with the human interlopers. Soon negotiation lead to outright warfare and countless lives were lost on both sides. The rich coffers of the Carburn Logging Company allowed for the hiring of various mercenary groups, which tipped the balance of power far into human hands.
Fueled by greed, anger, and intolerance, the humans overwhelmed their elven foes. Most of the elven men and women of age had already been slaughtered in the conflict and those noncombatants and children left alive begged for peace. With brutal disregard, the mercenaries set fire to the elven homes and spared none. Few elves survived that day, and those that did were scattered to the winds, saying goodbye to their homes, their people, and all they've ever known.
The cost of hiring mercenaries turned out to be much more than was ever anticipated by the Coburn Logging Company, for now, lead by Vastof the Cruel, the most brutal and bloodthirsty band of mercenaries, Cold Earth, has chosen to stay. They run roughshod throughout the settlements, doing as they please, taking what they want, and imposing their strange beliefs upon the settlers. With its coffers empty and the settlements weakened, the CLC cannot afford to hire more mercenary bands nor muster enough support to remove Cold Earth.
Three years after the end of conflict, the players have come, each with their own motivations, but all with the same purpose, the destruction of Cold Earth and its cultish leader.
