You can get a 3.5 NPC Gen here: https://www.rpgattitude.com/

but you have to buy it. Its very good and it will export into FG xml format. I think it does FG II now (haven't tested).

It does export to FG2 now I worked with the developer and it works fine there are actually some sample exports over at FUM here (https://www.fouruglymonsters.com/community/showthread.php?t=487&page=2).

Jamis' stuff is good but is is random and does not have equipment. NPCDesigner can be as random or you can tell let part of it be random and what part should be this way - and also does equipment. I think the cost is very reasonable considering how long it takes to really stat and equip any reasonalbly high level NPC.

PCGen has an NPc generator in the latest version (5.12, now in release candidate) as well. It can take advantage of any sources you have in PCGen, which can be a big plus.
