Best apps for creating top down room tiles, props, and item cards?

Hello all.
I am very interested in creating my own room tiles, props and furniture tiles, and item cards.
Are there any apps that are especially useful for creating top-down perspective room tiles, props, etc?
Same question for the cards :)
I have a tablet for my PC but I prefer to paint and draw on my iPad pro, so I would also be interested in apps for this platform.

Procreate seems to be the #1 drawing/painting app on the iPad.
You will want to settle on a scale - perhaps 100pixels per 5' or 50pixels per 5' are the most common ones.
