Map auto-opening when character opened?

Is this supposed to be a feature? I'm guessing it's because there is a linked token on the map.

Does it do it for the players too? Is there a way to turn this off?

It's intentional behavior. When you open the Combat Tracker and a token has initiative it needs to set the "has initiative" widget active. To do so the image needs to be loaded. You cannot disable it.
