Is there a way that a character can take control of an NPC in the combat tracker? I just want a character to be able to control something like a familiar or even a summoned creature that would be in the combat tracker.

Drag the link for the creature from the CT and drop it on the portrait on the desktop. That should share it with the player.

Not sure what your running FGC or FGU or 5e; but here's a nifty extension that allows the player to pass the turn for a npc they control which helps take some of the work off the dm. I have a necromancer in the group that has alot skeleton npcs this really smoothed encounters some.
