How do I create a new power group in the actions tab

How do I create a new power group in the actions tab that says it all I can crate a power but I am not getting the icon to edit the power group. Heelp

Click the "Display" at the bottom of the actions tab until it says "Groups" and then type the name of the new group next to an action (the rightmost of the two fields). When you click out of the field a new group with the specified name will be created for you.
