Token locking cannot be switched via right-click menu when a map is locked. What happens is that you have to click twice on the menu icon to make the menu vanish, but locking is not switched back and forth for the player.
For the GM locking is switched on the first click and then back on the second click. This can be seen by movement arrows that are switched on/off for the GM when the player tried to move a locked token.
PS: Is the middle-click token movement approval deprecated?

Wasn't middle click approval a feature of an extension and not core FG?

Not that I know of. I don't even know any other method in Classic. (maybe right-click menu?)

Yeah, middle-click was a feature of FGC, and it was also possible via the right-click menu :)
In FGU the middle-click on token is replaced with the left-click on the checkmark (so, not really different in sense of effort) :) I think the reason might be especially due to people not having a middle mouse button :)

Hitting a small button is kind of more effort compared to hitting a large token, though, especially when the map is zoomed out (smaller tokens = smaller buttons).
