Rain effect keeps flashing (lightning) even for mild rain?!

The lightning flashes seem to be hardcoded when the rain fx is used and keep flashing even when rain intensity is set to low (mild rain)?! I would prefer an optional switch for lightning, because not every rain is a thunderstorm (most are not).
