So inside of Fantasy grounds Classic Tomb of Beasts is listed as a Supplement but Tomb of Beasts 2 is a Reference. Why?

Different Developer? I suggest you post in the bug thread and ask for it to be changed :)

I think LordEntrails is correct. The Kobolds probably had two different people do the two books.

Tome of Beast was converted by Doug Davison
Tome of Beast 2 was converted by Linda Buth

Changing the category of one or the other of these books is quite a simple thing to accomplish.

Not just relevant, but it IS the conversation. It seems to me that you might not be aware that Creature Codex was referred to as Tome of Beasts II until Tome of Beasts II came out. So it's part of the series and made by Kobold Press.

I am aware, but that's besides the point. If you were just trying to say that Tome of Beasts 2 is the incorrectly classified module, and should be a supplement like Tome of Beasts 1 and Creature Codex, I agree.
