Decal Transparency for desktop

In my rule set I want to change the background image of the desktop (the dragon) to have another symbol. I changed the desktop.png and put my picture, change the contour color to a transparant color, but I can't manage to get the symbol to have transparancy.

When I open the desktop.png of the d20 ruleset, I don't understand how it can be transparent since in Paint Shop pro it appear to be solid.

In photoshop, you would have a new layer when you'd paste your symble at the place of the old one.
In the layers menu, you can give it the transparency level you want.
That's how I did it.
