Not sure what this is exactly--can someone explain? Thanks. I assume it means it lasts AT LEAST x number of seconds, but doesn't automatically disappear? Not sure.

Effect duration normally counts down and then disappears. Sec+ counts up each turn and lets you know how many turns have passed since the effect was applied. Good for things like Aiming. You Drop an Aim(SEC+) effect on a character when they start aiming. If that character continues to Aim for subsequent turns, then you can see just how many turns they have aimed.

Excellent, thanks. I'm playing around with FGU and trying to use that for conditions and such, like stunned, which doesn't have a countdown, obviously--it is in effect until the stunned character makes a health roll.

Not possible with the base ruleset, but all effects are displayed in the combat tracker under each character. You may find community extensions which will display the effects on the tokens.
