Please help with the effects

Hey. Is it possible to apply the effect not to the whole map, but only to the selected area. For example, water acts only on a place where there is water, and not on everything. Thank you in advance.

Not directly. By using layers and editing an image so that it has a transparent 'hole' it in though, you can achieve this.
