Hi,
I would like to translate this ruleset since most of my players don't speak english. Would i be able to do it or since the ruleset is encrypted i would not be able to access the files?

It is encrypted. But if you look only for the ruleset and not the module’s content, the string xml if done properly will at least get the interface.
